Senator Taylor moved and asked unanimous consent that the bill be advanced to third reading and placed on final passage. Without objection, it was so ordered. Senators Leman, Kelly, Ward, Phillips moved and asked unanimous consent that they be allowed to abstain from voting because of a conflict of interest. Objections were heard and they were required to vote. Senators Taylor, Duncan, Donley moved and asked unanimous consent that they be shown as cross sponsors on the bill.
